I would also consider the impact of income taxation on business concentration. Concentration increased in last decades due to a decrease in taxing high individual incomes, capital gains and company profits. I think the 3 levers a Government can use to reduce concentration and redistribute income are Regulation, Antitrust and tax policies too.
